Humanitarian Developments - This reporting period witnessed a new report by the UN claiming that approximately fourteen hundred IDP’s are dying each week in Manik Farm, with the majority of the deaths being linked to malnutrition and disease. This comes at a time when the government has instructed the ICRC to scale down its operations in the country, explaining that with the cessation of hostilities, there was no justification for the ICRC’s current manning levels. The government also announced that it has permitted approximately nine thousand IDP’s, who are over sixty years old, to leave the IDP camps and live with relatives. Additionally, the de-mining organisation, HALO Trust, are currently conducting a massive de-mining operation in a former SLA camp in Jaffna which, once cleared, is to be used to house over ten thousand additional IDP’s. In addition, health experts have warned that with the arrival of monsoon rains that the risks of waterborne diseases are likely to increase. Already, Manik Farm has seen an increase in the number of Malaria, Hepatitis A, Chickenpox and Dysentery cases. This whole situation is compounded by the alarming increase in the number of Dengue Fever related deaths and the governments surprising inability to control the spread of this disease. This year alone has seen one hundred and sixty three deaths and over fourteen thousand infections, which is more than the entire number of cases in 2009. In fact, according to government statistics it is the worst Dengue outbreak since 2000.

1. Abductions, Intimidation, Arrests and Freedom of Speech Violations This reporting period has seen a rise in the number of abductions, arrests and intimidation of certain quarters of the Sri Lankan community, specifically involving journalists and individuals who were present in the NFZ during the final stages of the war. In one case, six catholic priests, who may have witnessed brutality by the SLA in the NFZ, were arrested and remain in custody, despite appeals from Church leaders. In another incident, a female Tamil journalist, working for the media development NGO, Internews, was abducted by armed men, who claimed to be policemen. She was abducted from outside her house in COLOMBO, blindfolded and driven to KANDY. During this journey she was asked if she wrote for foreign media outlets and was warned to give up journalism completely before she was eventually released. Similarly, two Sri Lankan UN employees in VAVUNIYA were arrested and have not been heard from for nearly two weeks. Another prominent Tamil lawmaker was also arrested and has been detained by the Police for no other reason than his presence in the NFZ during the final stages of the SLA military operation and the belief that he may have witnessed SLA atrocities. Finally, towards the end of this reporting period a well respected and popular astrologer was arrested by the Police because he predicted that the President would be ousted from office in September.

1. Military Developments : At the beginning of this reporting period the LTTE remain confined to the southern part of the NFZ. This reporting period commenced in similar style to previous reporting periods, with the usual condemnatory accusations regarding atrocities, being made by both the SLA and the LTTE. The SLA has continued their advance south, into the last remaining area of the LTTE-controlled NFZ, albeit cautiously and recently captured a fortified earth embankment. The LTTE are landlocked and completely surrounded to the north, west and south, whilst to the east, the SLN continues to provide a blockade to prevent the LTTE escaping by sea. The LTTE, although only thought to be approximately five hundred strong, have been offering stiff resistance, whilst reports surfaced that the SLN were using heavy guns to shell suspected LTTE positions on land. The LTTE recently posted a video on the internet, depicting what it said was the aftermath of an SLA artillery attack, which left over sixty people dead. However, the government has stated that the video had been staged and that the "dead" were merely LTTE fighters "pretending" to be dead.
